After listening to the sounds the Elite "speak" I wondered what it was. I recorded some of the sounds and played them in reverse.
As it turns out it, it sounds like Sarge speaking, but it's pitch is shifted down.

The mystery was originally deciphered by Jester, in a question asked of Marty O'Donnell in a Q&A database in the Seventh Column chapter The Marty Army (and followed up quickly with a second question), on March 27 and 28, 2002.
